NeoFS Subnetworks

NeoFS Subnetwork --- group of Storage nodes that share specific attributes. Subnetwork may be defined in new subnetwork contract. Contract should store unique subnetwork attributes such as name, owner ID, payment details, etc. Subnetworks may be public or private.

• Public subnetwork: any storage node can use subnetwork attribute and be a part of subnetwork.
• Private subnetwork: storage node should contain signature of subnetwork attribute, signed by the key from subnetwork contract.

It is a linking issue, should be closed after all finished.
