Add meeting minutes for 8-4-2020 and meeting coordinating guide #34

I kept the older minutes in the master branch since they were pretty inconsistent/spotty. Wanted to have something more discoverable and consistent moving forward. I added a note about this at the top.

Also removed the project-list since it was out of date. To avoid inconsistencies, we'll use the list of active projects in the GitHub org as a reference.

Love it @captainsafia. Happy to merge. I would recommend that we use something like HackMD that we use for JupyterHub team meetings. It's collaborative so the minute taking is less focused on one person. If you are cool with that, I could set it up for the next meeting. After the meeting the markdown file gets committed in github as the minutes.

That's fine by me. Do you know if we HackMD gives us the ability to have a template file that we can link to from this GitHub repo?

Yes! I was pretty surprised when I saw that too. I feel like looking through these notes will be an interesting nostalgia trip.
