@mattip If it fixes either of the two problems I'll definitely backport. I will be happy if we can get over the problems that have ensued since Windows 2004. |

Is there any chance these changes are related to the error reported here on aarch64?: scikit-image/scikit-image#5197 I tried to look into it, but couldn't make much headway. I don't see anything wrong with our call. For all I know, it is just as likely this was always flaky. |

This picks up OpenMathLib/OpenBLAS#3066 which fixes gh-18141 (percolates BUFFERSIZE into the Makefiles) and OpenMathLib/OpenBLAS#3060 which might fix gh-18131 (segfault on Jetson hardware).
@charris assuming this works, do you want to backport to 1.20 or is it too late?
