This PR adds annotations for
np.lib.polynomial.As a note for the future: as a further enhancement the
np.poly1dclass could be made generic w.r.t. its shape and dtype (similar tondarray). Not 100% sure if this would be worth the effort though, considering numpy places greater emphasis on the newernp.polynomialAPI these days.
