Skip a test that fails on pypy3.9-v1.3.13 and pypy3.10-v1.3.13, released 9-29-2023. This may be a bit harsh, but it is hard to make it more specific.

Thanks. I am exploring why this fails only on windows, and this PR will give me a bit of breathing room to find the root cause.
