- remove obsolete entry_points (the corresponding code was removed in 08e85c1). - drop setuptools import - adjust setup() argument to conform with distutils format

Some changes concerning Numpy's Sphinx extension. Obsolete entries in
setup.pyare dropped, which allows to use only distutils (and not setuptools). Also update the license file.
