Based on gawindx/WinNUT-Client#175

Sometimes the user may prefer to use a language/localization other than their system's automatically-detected locale. There should be an option (in the file menu? Or Preferences dialog?) to switch the language displayed throughout the program. Hopefully we can leave the logs in English to make debugging easier.
