I think we might also make it conditional for a while if kit util not available to use nuxi built-in to keep backward compatibility. (alternative is fail CLI strictly if current nuxt version is below 3.7)

Just as in the Nuxt PR, I would propose keeping inlined version (from @nuxt/kit@3.7) as fallback.
