The first link element inside a container with a tabindex="0" is not announced by NVDA when it receives programmatic focus.

Steps to reproduce:

• Visit test case at https://cdpn.io/lefthandev/debug/35c7c8c002b91f7fb651cf8726ad61ed
• Turn on NVDA
• Press the tab key to enter the div
• Observe

Actual behavior:

• The first link in the container isn't announced.

Expected behavior:

• The first link in the container is announced.
