The subject line pretty much says it...
Keep the icon where it has always been within the NVDA Programs folder inside the Start Menu, but also add the Icon to the NVDA Menu.
So for example, press NVDA-N for the NVDA menu, then followed by the letter E which selects the "Explore NVDA user configuration directory" menu item, and opens it inside Windows Explorer or whatever shell you are using.
