The Scope attribute on table headers can have the value Both indicating it is both a row header and a column header. I can't think of any use cases for this at all, but the spec supports it.
We need a test case for this.

Done in 318bbec. I can't test this yet, as I don't have any test cases, but the change is fairly simple, so it should work. Please reopen this if you can provide a test case where it doesn't work.
