Page numbers should be reported to the user in Reader documents. Ideally, we'd use page labels, but Adobe Reader doesn't expose this to accessibility APIs and has no plans to do this in the near-term. (We may be able to access page labels using a Reader plugin, but that should be addressed separately.)

I discovered you can get the page label for the current page by pressing control+shift+n (View menu -> Page Navigation -> Page...), so this information is accessible to the user.
