The links list should be renamed and enhanced to list headings and landmarks as well as links. Radio buttons will be used to select the type of element to list. Shortcut keys should be provided to enable easy selection of these radio buttons.

Although this requires one or two extra keystrokes, it consumes less shortcut keys (and is perhaps easier to remember) than having a separate list for each type of element.

I completely agree. I would also suggest that the new dialog should be extensible to include list of frames, tables, form fields in a similar way to how Window-eyes does it.
I would even go as far as to suggest to change the keystroke altogether to, for example, NVDA+CONTROL+TAB, to make the dialog easier-to-reach
