Buffer not large enough to read ListView subitem tweets more than 259 characters

Program affected: Several Twitter clients on Windows:

• OpenTween https://github.com/opentween and
• Chicken Nugget https://q-continuum.net/chicken_nugget/)

Tweets can now be 280 characters. These are in a ListView subitem. NVDA's maximum buffer for this is 260 characters. Tweets which are longer than 259 characters are cut off.

We would likely need to ascertain whether there is a reason for our current listview item buffer size and what effect increasing it would have.
