Update Liblouis to version 3.6.0 #8365

Description of this pull request

This pr updates liblouis to version 3.6, which is mainly a bug fix release. Therefore, no additional changes have been made other than the update to the new version.

Testing performed:

Tested braille output and made sure that the unit tests still pass.

Critical issue: cz-cz-g1 table is gone, replaced by cs-g1.ctb. Thanks.
