As the behaviour is also different to Microsoft Word 2010 and Notepad++ 7.5.7, it might be better to ask a sighted person to test this without NVDA. I'm not sure if this is really a bug in NVDA.

Notepad, caret is not moved after selecting and pressing ctrl+up arrow

In the steps to reproduce "editor" is referred to, I assume this means "notepad.exe". Without NVDA running the behaviour is the same. Notepad does not deselect and move the caret to the first character when pressing ctrl+up arrow, wordpad does.
Steps to reproduce:
Actual behavior:
In the editor, NVDA dows not move the caret to the first line when pressing ctrl+up arrow. But it does in Wordpad.
Expected behavior:
NVDA should move the caret to the first line when pressing ctrl+up arrow in the editor like it dows in Wordpad.
System configuration:
NVDA Installed/portable/running from source:
Both
NVDA version:
2018.2.1
Windows version:
Windows 10 1803 update
Name and version of other software in use when reproducing the issue:
Notepad, Wordpad
Does the issue still occur after restarting your PC?
Yes
Have you tried any other versions of NVDA?
No
