HPD Affordable Production

hpd_affordable_production

The hpd_affordable_production dataset consists of two tables: hpd_affordable_building and hpd_affordable_project. They can both be added to nycdb by running:

Provenance

These two datasets comes from the NYC Open Data portal:

  • HPD Affordable Production by Building: The Department of Housing Preservation and Development (HPD) reports on projects, buildings, and units that began after January 1, 2014, and are counted towards either the Housing New York plan (1/1/2014 – 12/31/2021) or the Housing Our Neighbors: A Blueprint for Housing & Homelessness plan (1/1/2022 – present).
  • HPD Affordable Production by Project: The Department of Housing Preservation and Development (HPD) reports on projects, buildings, and units that began after January 1, 2014, and are counted towards either the Housing New York plan (1/1/2014 – 12/31/2021) or the Housing Our Neighbors: A Blueprint for Housing & Homelessness plan (1/1/2022 – present).

Context

The Department of Housing Preservation and Development (HPD), the New York City agency responsible for developing and maintaining the city's stock of affordable housing, publishes these two datasets. They include buildings and projects developed after 1/1/2014. New buildings or projects are added to the datasets on a quarterly basis.

  • Use: The two datasets can be used to understand the types of affordable housing being built throughout the city since 1/1/2014 (the start of the De Blasio Administration). The data can be broken down to determine various metrics like the number of affordable units in certain community districts and the total number of units broken down by area median income (AMI).

  • Differences between the two datasets: Only the building-level datasets includes location details. The only fields in the project-level dataset that are not included in Affordable Housing Production by Building file are “seniorunits” and “plannedtaxbenefit”.

  • Linking datasets: The two datasets can be linked through the ‘projectid’ field.

  • Spatial data: The building-level dataset includes the following spatial data fields: bbl, bin, communityboard, councildistrict, censustract, neighborhoodtabulationarea, latitude, longitude). HPD completed these fields using Geosupport Function 1E, which it accessed through the Geoclient API. Buildings under construction have incomplete spatial fields that are filled upon building completion.

  • Confidential information: ‘buildingid’, ‘housenumber’, and ‘streetname’ for certain projects that assist homeowners or special populations are excluded. These projects are named ‘CONFIDENTIAL’ in the ‘project name’ column.
