This adds a WebAssembly version of the stubs, which will be usable e.g. with https://github.com/ocaml-wasm/wasm_of_ocaml once it is released.
They try to match closely the behaviour of the C stubs, which have benefited from bugfixes, such as yallop/ocaml-integers#32 not yet ported to the Javascript stubs. Notably, the test
test/test.mlpasses (not suffering from issue #9), as well as the testsuite of packageintegers.
