This is a complicated question, here's some thoughts here I helped write down awhile ago: https://todogroup.org/guides/starting/

My biggest lesson is to not dismiss the role of marketing and devrel in building your community. If you focus on ensuring that there is brand awareness of what you're doing while using devrel as the tip of the spear to ensure your project is easy to use, you should do well. I find that many projects tend to launch and even though they may be technically superior or have some edge, lose out because they aren't marketing or investing the time to build a community.

In short, "community doesn't come for free" - it's something you have to invest resources and tend like a garden.
