Note: ITU-T is still in the process of publishing X.590; this PR is based on a pre-published version supplied by Bret Jordan.

Replace the currently specified use of JSON Web Signatures (RFC 7515) with the newly approved ITU-T X.590 JSON Signature Scheme (JSS) which is a much better fit for OpenC2 requirements.

This PR removes the signature example in E.3. If / when suitable tooling is located to create a JSS example an appropriate PR will be created. In the interim, ITU-T X.590 contains clear examples.
