[coq] Add coqpp preprocessing stanza. #2054

We add a

(coq.pp (modules foo bar))

stanza, that will look for a foo.mlg file and produce a
pre-processed foo.ml; similarly for bar.

This helps Coq plugin writers to avoid boilerplate and more
importantly, to get the right path on error messages.

This feature looks fine to me, but I'm wondering if adding such stanzas is a little too low level. Another option is to add a coq.plugin stanza:

(coq.plugin
 (name foo)
 ;; same fields as a library...
 )

and have the .mlg -> .ml preprocessing be a field or be simply setup automatically. In any case, we have versioning so we should be able to evolve to that end goal gracefully. So I approve of this PR, just a couple of minor nits.

It shouldn't be much effort to make this work using Ordered_set_language. Let me know if you need some help with that.

I used string list as this is what ocamlex/menhir etc... use; I'm not sure there is much benefit from using the OSL, you have between 1-2 mlg declarations in the typical Coq plugin.

This feature looks fine to me, but I'm wondering if adding such stanzas is a little too low level. Another option is to add a coq.plugin stanza:

Thanks for the review @rgrinberg , IMHO Coq plugins are not so special as to warrant their own stanza; there is a fine line between a plugin and a non-plugin application such as coq-serapi. Moreover, .mlg files may become regular .ml files + ppx in the future, so in this case coq.plugin would be exactly identical to library.

So given that the only feature would be to avoid the call to Coq's parsing generator, I'd say let's keep things like this for now and stick to what is done for ocamlex/menhir.

Added test case, renamed coqpp to coq.pp.

We add a

```
(coq.pp (modules foo bar))
````

stanza, that will look for a `foo.mlg` file and produce a

  `package` field has been added to specify package specific information.

  match on the library name. Now, we only match on the findlib package name when

  exist before trying to install anything. This prevents partial installation of
