This PR fixes the underlying problem exposed in #2061 and add a new promotion option to encode the need of projects affected by it.

Promoting only a subset of targets

It is now possible to promote only a subset of the targets of a rule via (mode (promote (only <predicate>))), for instance:

(ocamlyacc
 (modules foo)
 (mode (promote (only *.mli))))

In the above example, the user promotes the generated mli so that they can freely inspect it, however the .ml is kept in the _build directory.

The syntax of the promote mode was generalised to allow taking arbitraty options. For instance promote-until-clean can now be written (promote (until-clean)).

Fixing #2061

For projects using dune language < 1.10, if a rule produces multiple targets and only a strict subset is present in the source tree, we implicitly set its mode to (mode (promote (only <targets-present-in-the-source-tree>))). This avoids the race condition observed in #2061.

For projects using dune language >= 1.10, this is now a hard failure. This is technically a breaking change, however the old behaviour was more confusing than anything and it has been a warning for a very long time. Additionally, projects with a dune-project file won't be affected until they upgrade to (lang dune 1.10).

I like this proposal very much. For the purpose of testing, would there be a way to trigger an error for any project that have this problem and not just those with (lang dune 1.10)? I would like to remove any potential problem from the opam-repository and if possible by also avoiding to modify every opam packages that uses dune or jbuilder. Something like a global environment variable or something like that would be very much appreciated. (or even if it's just a custom branch that is not going to be released that I can pull and test all the packages with would be very good)

No problem. I created a branch hard-fail-on-target-and-source-overlap in github.com/diml/dune. It's based on dune 1.9.1.

Improve the behavior when a rule in standard mode produces multiple
targets and only a subset is present in the source tree.

In this case, put the rule in (promote (only ...)) mode.

Additionally, dune now fails hard on projects using the dune language
>= 1.10 in such cases.
