Cygwin 3.1.7 was released last week, so AppVeyor no longer needs to use a development snapshot for the Cygwin port's test.
The AppVeyor script now checks the installed version of Cygwin and forces an upgrade if necessary. AppVeyor is on 3.1.2 so for now this is necessary - when the AppVeyor base image is next upgraded, this will go back to installing packages only.
