[IMP] remove duplicated module description

The module is described in either static/description/index.html, either in README.md file. It is ok to have both README.md and index.html as index.html is for a formated description and README.md is displayed in github e.g. https://github.com/odoo/odoo/tree/10.0/addons/stock Closes #18036
