Error after creating database

Steps to reproduce:
Installed nginx, got an ssl certificate, created 2 databases, both sites were functioning properly,
then we deleted both of the databases then created them again and only one of the sites worked.
im using dbfilter = %d and my domains are okay (they worked before)
Current behavior:
I get blank screen after creating database with the /web directory

Expected behavior:
Normal installation, /web#home page opened automatically
We can't open the /web#home directory
