Steps to reproduce:

add new State Which belongs to another Country or add another Country

Current behavior: States are Empty

Expected behavior: States should stay.

I don't see it as incorrect. Maybe a domain over the field State for preventing the first case is needed.

@pedrobaeza I see It is issue because when I create new state, It adds the country but no state added in the m2m field.

[FIX] delivery: correctly access m2m during onchange
2940d40 
Before this commit, Fields `state_ids` and 'country_ids' was not accessed correctly,
as m2m will return`new` ids during onchange.

With this commit, we are accessing fields correctly.

Fixes odoo#74200
