[9.0] [IMP] ir_sequence : create sequence by year, fiscal year, month, week… #10742

By default, if date range doesn't exist for a date, odoo create a calendar year range.

With this PR, you can choose if date range have to be created by fical year (useful for accounting when the closing day is not the 31th of december), by month, by week or by day.

This PR replace #9530 (sorry, but I didn't find another way to resolv conflits).
This PR can solve problems described in pull request #8880 with non calendar year.

Thank you for the report but I will have to reject this, sorry.

Unfortunately we can't modify the models in a stable release. Furthermore, the 9.0 is now in end of life cycle and will soon be unsupported. We are only patching critical or security issues. The risk of regressions or introducing side effects is too high.

You can still re-open a new PR targeting the master version if you think that your development is still relevant.
