Description of the issue/feature this PR addresses:
open privacy policy in the db creation page in new tab instead of opening in the same window
versions: 14.0 and higher
Current behavior before PR:
privacy page is opened in the same windows. if the user is clicking on it, after filling the form, the data has to re entered again.
Desired behavior after PR is merged:
url is opened in new windows
