Before this PR, new users created in hoot tests didn't have any partner associated. This PR automatically creates a new partner.

Before this PR, new users created in hoot tests didn't have any partner associated. This PR automatically creates a new partner. closes #165241 Signed-off-by: Alexandre Kühn (aku) <aku@odoo.com>
