1. [ADD] maintenance: Add missing ACL for maintenance.team …

   Before this PR if only the Administrator user is able to create/edit/delete
   maintenance teams.
   
   After this PR the Equipment Manager will be able to create/edit/delete the
   maintenance teams.
   
   This fix has been already fixed in branch 12.0, this commit only try to
   backport this fix to branch 11.0.
   
   Also add another missing ACL fro mail_activity that I found when I make
   the a diff of the csv file between version 11.0 and 12.0
