We should improve "Print to PDF" - for appeals (#227), possible litigation, communication with FOI commissioners and Mecklenburg-Vorpommern (okfde/fragdenstaat_de#40).

One further step would be to implement FAX gateway.

Fax-Gateway is there, improved PDF generation of correspondence is implemented.
