According to the TPC-H spec, we should choose fraction as 0.0001 / ScaleFactor where ScaleFactor was the parameter used in ./dbgen -s ScaleFactor.

I don't think there's a clean way of doing this right now. We could maybe ask for the size of the config's datadir directory and estimate from there.
