Retag version 0.1.0 and increment the build revision

Locale issues were found when yum updating the 0.1.1 Docker image related to the base CentOS image - see also CentOS/sig-cloud-instance-images#71

This commit retags the base repository so that a new image is rebuilt with the
latest upstream image and consumers can bump their version.
