Some output formats accept a prefix manager. Prefix manager creation and configuration has been implemented (see #9) but is not yet plugged in to the convert command.

- move commons-io dependency to from robot-command/pom.xml to pom.xml
- add IOHelper.getFormat(String) method
- use getFormat when format is not specified
- simplify ConvertCommand
