This issue is about figuring out why the bootstrap time is significantly different when we're not using a persistent datadir and we're using a mobile device. We can close this issue when we understand why this is happening.

According to #2004 (comment), Snowflake developers did not expect to see such a long bootstrap time. They suggested the issue may be the version of tor we're using. We should investigate!

Based on a conversation with @meskio we had today, this issue should depend on #2017
