Motivation

The motivation of the PR is to support running RoiAlign with Cambricon MLU backend.

It includes three parts:

Refactor roi_align.cpp and roi_align_backward.cpp to support dispatching to MLU.
Add roi_align.cpp, roi_align_backward.cpp, roi_align_internal. mlu, roi_align_backward_internal.mlu cpp and bang src code.
Refactor test_roi_align.py to support testing roi_align with MLU backend.

Modification

Please briefly describe what modification is made in this PR.

BC-breaking (Optional)

Does the modification introduce changes that break the backward-compatibility of the downstream repositories?
If so, please describe how it breaks the compatibility and how the downstream projects should modify their code to keep compatibility with this PR.

Forward and backward should not be put in different files.

Hi, you can merge open-mmlab:mlu to this branch so we can use is_cuda and is_mlu here.
