stdoutmetric: Add WithWriter and WithPrettyPrint options (#4507)

* add WithWriter and WithPrettyOptions to stdoutmetric

* add changelog

* make WithWriter a shortcut to WithEncoder

* Update exporters/stdout/stdoutmetric/config.go
