Adding Telugu Language Support for the web site

I want to add Language language support to the application

Expected Behaviour

We can provide access to a large number of Telugu people (90 million) in the world. In their native language

Actual Behaviour

Currently there is no Telugu Language support

I made a file called locale-te.json by following the other language fies
