metrics: rsync command to create Tumbleweed release annotations fails on production #1250

For some reason the following error is produced by subprocess when attempting to invoke the rsync command.

OSError: [Errno 12] Cannot allocate memory

Monitoring the system memory while running shows several gigabytes of free memory.

In fact this still occurs after #1251 which has all point related memory freed before it runs rsync.
