These
CODEOWNERSare from before the project forked, and thus aren't useful. Many reference teams that may not make sense for our group.Also, finished removing the last upstream changelog entries: we'll want to write new ones for some stuff, but most of the work that's gone in now probably belongs in a bigger "rename" changelog.
