Localization causes information pages to be hidden

The Configuration

Opencart version 1.5.5.1
Language of admin panel: any language that is not English (i.e. Dutch)

The problem

When visiting the Admin Panel > Catalog > Information page (/admin/index.php?route=catalog/information) the information pages which do not have a translation in the selected language, are hidden.

Expeccted behavior

Fallback to the language available (English) in order to add translations in the selected language. When the information page is not inside that list, it'll be hard to add translations for it.

it does actually force the admin user to enter a description in all languages. im assuming you have have some how imported your data find these bugs. you need to enter the data or make sure it complete from the admin side.
