if we cant use same seo keyword more than 1 product or category, opencart will never work good for seo , because products or categorys can have same seo keywords but different description, if i want to have Dress category under Men and Women Top Categorys it will give error when i use dress keyword.

Ghost FYI this feature is actually meant as a SEO-friendly URL, or semantic url. - ie to be used as a unique url for that product, hence why no two can be the same. However I do think it's confusing having this called "SEO keyword" and renaming it would prevent a lot of confusion.

this doesnt have to be a problem, there is no need for categories of different paths to have unique keyword !!
