How do i change the label for "flat.flat" shipping

the text for flat.flat reads For Single or Multiple box order up to 3 boxes S/H Flat rate $11.95 (This rate includes Ice Pack in warm weather) I want it to read For Single or Multiple box order up to 3 boxes S/H Flat rate $12.95 (This rate includes Ice Pack in warm weather). What file do i change for this to take effect. I already changed the /catalog/language/english/shipping/flat.php and it didn't do anything to the site. Can anyone help me with this.
