chore: Change http URLs to https (#200)

This updates a number of URLs to use HTTPS where the server supports
it. It isn't a comprehensive update, just a few domains that show up a
lot in the docs:

- `edx.readthedocs.io`
- `open-edx-proposals.readthedocs.io`
- `github.com`
- `www.django-rest-framework.org`
- `docs.celeryproject.org`
