Scipy in version <1.0 is only added to prevent and error in pf() in PyPSA which occures with Scipy >=1.0.
Resolve the PyPSA issue (maybe by an updated version) and remove dependency.

Scipy will be kept in the ding0 requirements because we'll stay with PyPSA 0.11.0.
