- I cannot verify until new dataset will have been created.
- I propose to change required verison of dingo to v0.1.3 since this is the upcoming release prior to next run, see tasks prior to next run ding0#228

In order to align ding0 and eDisGo Pandas and PyPSA dependency these are update to latest versions.
Note: Does not work with ding0 versions prior to 0.1.2. Thus can't be used dataset generated on June 24th 2017.
