Migrate the gateway and auth plugins to Go 1.18
The commit also updates vendored dependencies to their latest versions.
Motivation and Context
We are adopting Go 1.18 across the project.

Tested during CI
Types of changes
Updated dependencies for various components, and migrated to Go 1.18 for builds.
