mmm in 3.9.0 changeset I see

Dropped support for Ruby 2.3 - EOL date: 2019-03-31

I guess we can pretend we didn't see it and hope we get to a supported version before webmock fails 🙈

🙈 tricky decision but yes, I agree. Let's move it forward. We need to remember this the next time webmock fails 👍
