Build issues observed for aarch64 on Centos. Also reported upstream:

numpy/numpy#13622

looks like there is a newer version out, can we see if the build issues are resolved now?

Newer versions require python >= 3.5 which is not satisfied on SLES12 SP4. There is also a patch in gcc that was landed on the 8.x branch to address internal compiler issues detected on aarch64 (https://gcc.gnu.org/viewcvs/gcc?view=revision&revision=270683). With newer distro versions that we're targeting in 2.0 that provide newer python3 versions and a newer gcc, we should have a chance at updating to newer numpy versions.
