  1. Fix linux GCC 4.9.2 devkit binutils url error 

    The existing binutils url does not work for `GCC 4.9.2` devkit because of `binutils-2.25` from `http://ftp.gnu.org/pub/gnu/binutils` does not contain `tar.xz` file.
